Team Leader


Nominees for team member positions must

  • Be serving in a full-time, onsite, management-level position at a U.S. transit agency, state department of transportation, or other nonoperating agency playing a major role in planning or financing public transportation services;
  • Have demonstrated leadership capability or have strong potential for leadership, and they must be dedicated to continuing their career in public transportation;
  • Be able to participate in the entire study mission; and
  • Be willing to write and submit a report on one aspect of the mission theme (to be assigned by the team leader) within 60 days of returning from the mission.

Please note: The following individuals are not eligible--consultants, academicians, labor union representatives, members of the TCRP Oversight and Project Selection (TOPS) committee, members of the International Transit Studies Program project panel, labor union representatives, local board members, elected officials, participants in prior study missions, and contract employees who are principal officers of the firm and who are actively involved in the solicitation of other business engagements or who provide overall business direction and strategy to the firm.

When selecting team members, the ITSP Project Panel considers the following factors :

  • Current responsibilities of the candidate,
  • Career objectives of the candidate,
  • How the candidate expects to benefit from participating in the program (professional development),
  • Potential benefits to the candidate's agency,
  • Endorsement from the chief executive officer of the candidate's agency (or, in the case of CEOs, endorsement from the board chair or equivalent),
  • Team diversity,
  • Geographic balance of team,
  • Mix of relevant disciplines on the team, and
  • Program's emphasis on professional development.

Applicants for team leader positions must

  • Be a US transit general manager, or an executive-level staff person nominated by his/her general manager, who is known, respected, and active in the transit industry at the time of the mission;
  • Have an extensive background in and knowledge of the mission theme and be able to assist team members in interpreting what they see and hear and in understanding how it relates to US practice;
  • Have demonstrated leadership skills and experience in mentoring transit professionals;
  • Be able to provide mission participants with guidance on individual report-writing responsibilities;
  • Be employed directly by a transit agency in the US (or its territories or possessions) or employed full-time, on-site at the agency under a contract with a service provider; and
  • Be able to represent the mission and the US transit industry to mission hosts.

Applicants should specifically address, in their statement of interest, their leadership skills and mentorship experience, as well as their knowledge of the mission topic.

The role of the team leader is threefold: to serve as the official spokesperson for the team and the US transit industry during the mission; to be a mentor to team members, helping them understand what they see and hear and how it relates to US practice; and to assign report topics to team members and serve as a resource as participants prepare their reports.

Not eligible: Members of the TCRP Oversight and Project Selection (TOPS) Committee are not eligible. Participants on previous missions are not eligible unless the mission occurred more than 7 years ago. Contract employees who are principal officers of the firm and who are actively involved in the solicitation of other business engagements or who provide overall business direction and strategy to the firm are not eligible.
